Biodegradable and flushable are two different claims — and most wipes that carry one label don't qualify for the other. A biodegradable wipe will break down over time in the environment, but that says nothing about whether it's safe to flush down your toilet. A flushable wipe is specifically designed to disperse in water quickly enough not to block pipes — but plenty of flushable wipes still contain plastic and won't biodegrade cleanly. Knowing which label actually matters for your situation will save you blocked drains, irritated skin, and a fair amount of greenwash-induced confusion.
Why do people mix up biodegradable and flushable?
The packaging doesn't help. Both terms suggest the wipe is somehow 'better' or more responsible than a standard wet wipe, and brands lean into that vagueness. But they describe completely different properties measured in completely different ways.
Biodegradable means the material will break down through biological processes — bacteria, fungi, moisture, time. How fast it breaks down depends on the material and the conditions. A cotton wipe left in a compost heap will biodegrade meaningfully. The same cotton wipe sealed in a landfill, away from oxygen and moisture, will take much longer. The label tells you about the material's potential, not the real-world outcome.
Flushable means the wipe is designed to break apart in water fast enough to travel safely through domestic plumbing and sewage systems without causing blockages. To make that claim credibly, manufacturers test against industry standards (the main one being INDA/EDANA's Fine to Flush standard, or Water UK's equivalent). A wipe that passes these tests should disperse in water within a defined time frame.
The two things don't overlap automatically. You can have a wipe that's biodegradable but absolutely must not go down the toilet. You can theoretically have a wipe that disperses in water quickly but is made of synthetic fibres that don't biodegrade well. And you can have a wipe that's neither — which is most of what's on the shelves.
What are most wet wipes actually made of?
Most conventional wet wipes — including many sold as 'biodegradable' — are made from nonwoven fabrics that contain plastic fibres: polyester, polypropylene, or a plant-based plastic called PLA (polylactic acid). PLA is derived from corn starch or sugarcane, which sounds better, but in practice it only biodegrades under specific industrial composting conditions — not in a drain, not in the sea, not in a standard bin. It's a plastic fibre in everything that matters environmentally.
This is exactly why the UK is banning plastic-fibre wet wipes in 2027. The ban covers wipes containing any plastic fibres — including PLA — sold for personal care use. Once flushed or littered, plastic-fibre wipes fragment into microplastics rather than breaking down, and they're one of the most common items found on UK riverbanks.
Wipes made from 100% natural fibres — cotton, for example — genuinely biodegrade. They don't leave microplastic residue. But 'natural fibre' doesn't appear in big letters on most packaging, which is where the confusion starts.
So which wipes are safe to flush?
Only wipes that are specifically designed and tested as flushable. That's a much shorter list than most people assume.
The key issue is structural. Most wet wipes — even cotton ones — are made to stay intact while you're using them. That's the point: you want a wipe that doesn't fall apart in your hand. That integrity is exactly what makes non-flushable wipes dangerous in pipes. They don't disperse; they accumulate, catch grease and debris, and eventually form the fatbergs that cost the UK water industry hundreds of millions of pounds a year to clear.
A genuinely flushable wipe uses a different construction — typically a looser fibre structure or a binder that dissolves in water — so it breaks apart once it enters the drain. It still needs to hold together during use, which is the engineering challenge that makes these wipes harder (and usually more expensive) to make well.
If a wipe doesn't explicitly say flushable and carry a recognised standard mark, bin it. That applies to:
- Standard baby wipes (even cotton ones, even 'natural' ones)
- Makeup removal pads
- Antibacterial wipes
- 'Biodegradable' wipes that don't specify flushable
- Anything described as 'toilet tissue infused' or similar vague phrasing

Does biodegradable mean better for the environment?
Usually yes, but the detail matters. A wipe made from 100% cotton fibres with no synthetic binders will biodegrade in a reasonable timeframe in normal disposal conditions — landfill included, at a slower rate, but without leaving microplastic residue behind. That's a meaningful environmental improvement over polyester-blend wipes.
A wipe that claims biodegradable but is actually mostly PLA is much less clearly better. PLA needs specific industrial composting infrastructure — temperatures above 55°C maintained for weeks — to break down properly. In a UK brown bin, let alone a drain or a hedgerow, that's not happening.
The most useful questions to ask:
- What is it actually made of? Cotton, viscose, bamboo, polyester, PLA — the fibre type is what determines real-world environmental impact.
- Does it contain plastic fibres? Including PLA. If yes, it will leave microplastic residue unless industrially composted.
- Is there a certification? Claims like 'OK Biobased' or 'certified compostable to EN 13432' mean something testable. 'Eco-friendly' or 'natural' mean nothing regulated.
What about the UK wet wipe ban — does it affect flushable wipes?
The UK ban announced for 2027 specifically targets wet wipes containing plastic fibres sold for personal care. It doesn't ban wet wipes outright, and it doesn't change the rules on flushable claims. What it does mean:
- Wipes made with polyester or polypropylene will be prohibited from sale
- PLA-containing wipes are included in the ban (it's a plastic fibre, regardless of its plant origin)
- Cotton and other natural fibre wipes are unaffected
- Flushable wipes made from natural fibres can continue to be sold
For brands that have always used plastic fibres, the ban means reformulation or exit. For brands that were already plastic-free, it changes nothing in practice — which is exactly where we sit. Dinky wipes has never used plastic fibres, PLA included, across any product in the range. The ban is already priced in.
Which should you choose?
It depends entirely on what you're trying to solve:

No single wipe ticks every box by default. A flushable wipe that's also plastic-free and fragrance-free exists, but you have to look for it specifically — most flushable wipes still contain synthetics or fragrance.
